Software para el desarrollo de sistemas de soporte para la toma de decisiones en el ámbito urbano

El presente trabajo presenta el desarrollo y uso de un software que permite construir sistemas de soporte para la toma de decisiones (SSD) basados en índices e indicadores cuantitativos. Dicho software posee un alto grado de generalidad, motivo por el cual sirve para implementar diferentes SSD en lugar de servir para resolver un problema específico. El software desarrollado ha sido implementado combinando diferentes patrones de diseño en el marco del paradigma de la programación orientada a objetos. El citado software permite mantener la consistencia de los valores entre índices e indicadores incluso en el caso de modelos sistémicos con ciclos. Asimismo, es posible acoplar el software a un SIG para visualizar geográficamente los valores de los indicadores e índices declarados y permite visualizar en su interfase gráfica su valor en un momento dado (modo ejecutar una vez) o bien observar su valor, en función del tiempo (modo de monitoreo). A modo de ejemplo, se muestra el uso del software para diagnosticar, por medio de indicadores, el estado de los servicios básicos de infraestructura y saneamiento en la totalidad de los Municipios de la Provincia de Buenos Aires. Por último, se analizan los resultados obtenidos y se discuten posibles medidas que debieran ser adoptadas. This paper presents the development and use of a software that allows to build decision support systems (DSS) based on quantitative indicators and indices. The software has a high degree of generality, therefore it enables to represent different decision support systems instead of representing a specific one. The developed software has been implemented by combining different design patterns within the paradigm of the objectoriented programming. The software enables to maintain the consistency among the values of indicators and indices even in the case of systemic models with cycles. Also, the software can be coupled to a GIS in order to visualize geographically the values reported by indicators and indices and it allows to observe this values at a given time (run once mode) or see its value as a function of time (monitoring mode). As an example, a demonstration of the software usage to diagnose, by means of indicators and indices, the state of basic services of sanitation and infrastructure in all municipalities of the Buenos Aires province, is shown.
