Política migratoria regional : El caso de la residencia MERCOSUR (2002-2011)

Este artículo analiza a la política migratoria regional en el Mercado Común del Sur. El tratamiento multilateral del fenómeno migratorio es novedoso en la región. Una materia tradicionalmente asociada a la política interna de los Estados, pasa, a su vez, a formar parte de un aspecto de las relaciones exteriores. Además, la lógica de la integración exige una política regional de apertura selectiva que contrasta con la restrictiva hacia ciudadanos de terceros países. La primera parte de este artículo da algunas precisiones conceptuales sobre las migraciones regionales y el proceso de integración. Luego examina algunas de las iniciativas destinadas al tratamiento de la movilidad humana en general y de la migración regional en el bloque. Se presenta a los Acuerdos de Residencia como los instrumentos más importantes en la materia que definen y construyen al migrante mercosureño en contraposición con los de terceros países. Por último, se elaboran unas conclusiones que no pretenden ser definitivas sino que invitan a abrir el debate y la reflexión a futuro. This article analyzes the migratory regional policy in the Southern Common Market. The multilateral treatment of the migratory phenomenon is new in the region. A matter traditionally associated with domestic politics become part of foreign relations and diplomacy. In addition, the logic of the integration requires a regional policy which is beneficial towards regional migrants and restrictive towards citizens of third countries. The first part of this article gives some conceptual precisions about the regional migrations movements and the process of integration. Then it examines some of the initiatives destined for the treatment of the human mobility in general and of the regional migration in the block. The Residence Agreements are considered the most important instruments in the matter, which define and construct the mercosurean migrant in contraposition with those of third countries. Finally, a few conclusions arise that do not try to be definitive but they invite to open the debate and the reflection for the future. Publicado en la sección "Tema central"
