MERCOSUR paralizado

El presente trabajo pretende describir el estado actual de incertidumbre, respecto al proceso de integración del MERCOSUR. Partiendo de los antecedentes históricos más remotos, se hace un recorrido hasta llegar al Tratado de Asunción y la constitución de la UNASUR. Se analizan las distintas concepciones respecto a lo que debería ser el MERCOSUR, tomando en cuenta el debate similar en la Unión Europea. Se procura identificar los bloqueos institucionales en el esquema sudamericano y los desafíos presentes para destrabarlos. This paper aims to describe the current state of uncertainty regarding the process of integration of the MERCOSUR. From the earliest historical background, this journey goes through time to reach the Asunción Treaty and the creation of UNASUR. Different conceptions about what the MERCOSUR should be, taking into account similar debate in the European Union. Are analysed institutional blockages under the South American scheme, as well as the present challenges are tried to identify so as to unlock them.
