Debates legislativos en la Argentina post-dictadura, sobre una (posible) Ley de Teatro

Este trabajo aborda el intento del poder legislativo argentino, de sancionar una Ley Nacional de Teatro, en los primeros años de recuperación democrática. Si bien en aquel momento no se logró, sentó una base sólida retomada la década siguiente con éxito. Analizamos los intercambios sucedidos en el Congreso Nacional, cuando en 1984 se pretendió crear un organismo sectorial para el fomento del teatro no oficial. Abordamos la práctica teatral desde el paradigma de Osvaldo Pellettieri (1997), entendida como un sistema desde el cual caracterizó al campo teatral nacional y su evolución temporal, a partir de su constitución interna, y a la vez, según aquello que motiva sus cambios en virtud del contacto con la serie social local y con otras culturas. Finalmente, para comprender la relación entre el período de apertura democrática y las concepciones sobre la actividad teatral evidenciadas en los debates, consideramos el planteo de Daniel Mazzei (2011) en torno a la “transición democrática” en Argentina, y el concepto de “estructuras del sentir” que Raymond Williams (1980) desarrolla en tanto hipótesis cultural a través de la cuál, analiza cómo se constituyen las estructuras de la experiencia y sus vínculos con una generación, en un determinado período. This work addresses the attempt of the Argentine legislative power to sanction a National Theater Law, in the first years of democratic recovery. Although this was not achieved, the debate that took place laid a solid foundation, which was successfully resumed the following decade. The exchanges that occurred in the National Congress are analyzed, when in 1984 it was intended to create a sectoral organization for the promotion of unofficial theater. At the same time, the theatrical practice is approached from the paradigm of Osvaldo Pellettieri (1997), understood as a system from which he characterized the national theater field and its temporal evolution, based on its internal constitution, and at the same time, according to what motivates its changes by virtue of contact with the local social series and with other cultures. Finally, to understand the relationship between the period of democratic opening and the conceptions of theatrical activity evidenced in the debates, Daniel Mazzei's (2011) approach to the “democratic transition” in Argentina, and the concept of “structures”. of feeling” that Raymond Williams (1980) develops as a cultural hypothesis through which he analyzes how the structures of experience and their links with a generation are constituted in a certain period are taken into consideration.
