Descripción general del contenido del recurso.

Contextualization: The study is justified in light of the accelerated expansion of digital technologies across all dimensions of human life, whose essentially transnational character reconfigures individual existence, social relations, and political institutions, challenging the traditional instruments of state governance and demanding new forms of coordination among a multiplicity of public and private actors. The text is structured as follows: initially, it characterizes the digital society and its implications for governance, drawing on the concept of digital metamorphosis as articulated by Ulrich Beck; subsequently, it undertakes a conceptual delimitation of governance, global governance, and transnational governance, arguing for the terminological and operational distinction among these categories; finally, it examines the specific challenges of Internet governance and presents practical examples of existing acts of transnational governance applicable to the digital society, at which point it responds to the central hypothesis advanced. Objectives: The research aims to demonstrate that transnational governance constitutes the most adequate framework for addressing the regulatory demands of the digital society, particularly regarding Internet governance, given the inherently borderless and polycentric nature of digital phenomena. Methodology: To achieve the established purpose, the Inductive Method was employed in the investigative phase and the Cartesian method in the data processing phase, complemented by the techniques of bibliographic research, categorization, and referencing. Results: It is concluded that the digital society, characterized by the entanglement of online and offline life and by the proliferation of non-state actors operating beyond the reach of national legal systems, demands acts of transnational governance capable of coordinating a multisectoral and interdisciplinary approach to Internet governance — one that respects the contextual particularities of different regions while ensuring a safe, inclusive, and efficient digital environment.
