IntroductionEffective collaboration between government agencies and non-governmental organizations (NGOs) plays a critical role in addressing complex social challenges and strengthening public participation in policymaking. This study examines the level and effectiveness of state–NGO interaction in Kazakhstan.MethodsThe research adopts a mixed-methods design, combining quantitative and qualitative approaches. Empirical data are based on a nationwide survey of 879 respondents, including 654 civil servants and 225 NGO representatives, conducted between October and November 2023. The study analyzes key interaction mechanisms—legal, organizational, and financial—and evaluates their effectiveness in practice.ResultThe findings indicate that, despite notable progress in civil society development—such as increased civic engagement and expanded NGO activity—significant challenges remain. These include bureaucratic barriers within public administration, limited transparency, and competition among NGOs for state resources and influence. Survey results also reveal moderate levels of interaction and mutual dissatisfaction between stakeholders.DiscussionThe study contributes to a better understanding of the institutional dynamics of state–NGO interaction in Kazakhstan and proposes policy recommendations aimed at improving cooperation, enhancing transparency, and strengthening stakeholder engagement.
