TOWARDS THE INTEGRATION OF A SUSTAINABLE BIOTECHNOLOGY ECOSYSTEM IN MENDOZA: INNOVATION, SOCIETY, ECONOMY, AND PUBLIC POLICY

This research analyzes the conditions and strategic actions necessary to develop a sustainable biotechnology innovation ecosystem in Mendoza, Argentina. Despite the presence of public, private, and academic actors, fragmentation and lack of coordinated policy hinder the sector’s potential. Using the TE-SER framework, the study explores interactions between technology, the state, economy, society, and regulation. Through qualitative methods—including interviews, document analysis, and comparative case studies—it identifies key gaps in governance, collaboration, and institutional capacity. The findings highlight the need for integrated public policies, strengthened science and technology capacities, and enhanced intersectoral collaboration. The study provides strategic recommendations to position Mendoza as a competitive regional biotechnology hub with economic, social, and environmental impact.
