Más allá de la técnica: la incorporación de la dimensión ambiental a la infraestructura vial argentina

En virtud de la relevancia que ha asumido el desarrollo sustentable en la agenda global, aquí se apunta a desentrañar el proceso de configuración de la infraestructura vial como problema público ambiental de la Argentina y, de allí, susceptible de un tratamiento estatal específico. En esta dirección, el trabajo se inscribe en un marco historiográfico que valoriza, por un lado, el rol de las instituciones en la asignación de recursos y la estructuración de iniciativas y limitaciones para la preservación de la biodiversidad y, por otro, la tríada infraestructura-ambiente-territorio como objeto del pensamiento social. Enmarcado en el institucionalismo histórico, analiza puntualmente la génesis de la institucionalidad ambiental dentro de la Dirección Nacional de Vialidad en la década de 1990 y principios de la siguiente, identificando agendas y reglas que contribuyeron a modelar su trayectoria inicial. Un variado corpus de información (normativa, manuales de gestión ambiental, publicaciones periódicas, congresos viales) arrojará luz sobre la pregunta nodal de investigación: ¿Qué fenómenos impulsaron la incorporación de la dimensión ambiental a la gestión vial y cuál fue su correlato institucional en términos normativos y organizativos?
Given the importance that sustainable development has assumed on the global agenda, this article aims to unravel the process of how road infrastructure has been configured as a public environmental issue in Argentina and, therefore, susceptible to specific state treatment. In this regard, the work is part of a historiographical framework that values, on the one hand, the role of institutions in the allocation of resources and the structuring of initiatives and constraints for biodiversity preservation and, on the other, the infrastructure-environment-territory triad as an object of social thought. Within the framework of historical institutionalism, it specifically analyzes the genesis of environmental institutions within the National Highway Administration in the 1990s and early 2000s, identifying agendas and rules that contributed to shaping its initial trajectory. A diverse body of information (regulations, environmental management manuals, periodical publications, road congresses) will shed light on the central research question: What phenomena drove the introduction of the environmental dimension to road management, and what was its institutional counterpart in regulatory and organizational terms?
