Aim: Limited literature exists on the culture of control in nursing. This study aims to develop a valid and reliable scale to identify the control of culture in nursing services. Eliciting nurses' views on the control process will provide an important source of data for the more effective and constructive implementation of the management process. Method: This methodological study was conducted in five hospitals: one private, two public, and two university hospitals. Five hundred and one nurses were included in the study. The "Nurse Descriptive Information Form" and the "Control Culture Scale in Nursing Services" were used in the study. The psychometric analysis of the scale included content validity, face validity, construct validity (explanatory and confirmatory factor analyses), and reliability analyses (Cronbach's α, item-total correlation and test-retest) Results: The scale consisted of 18 items and three subscales. According to the content validity indices and the face validity of the scale, there was an excellent level of agreement among the experts. The scale accounted for 60.81% of the total variance. The proposed CFA model demonstrates good fit. The Cronbach alpha coefficients were 0.93 for the total scale, 0.84 for the goals of the control process subscale, 0.80 for the operation of the control process subscale, and 0.91 for the impact of the control process subscale. Conclusion: The Control Culture Scale in Nursing Services has good validity and reliability. This measurement tool can be used by nursing managers to evaluate the nursing control culture in healthcare organizations across three subscales: the goals, functioning, and impact of the control process. Using data obtained from the scale, nursing managers can systematically evaluate how control processes are perceived and experienced by nurses and ensure the development of a constructive control culture.
