This study analyzes the effectiveness of implementing Bandar Lampung City Regional Regulation No. 4 of 2022 on drainage systems, particularly the application of Biopore Infiltration Holes (BRH), and evaluates it through the normative framework of Siyasah Tanfidziyah. Employing a socio-legal case study approach, the research integrates normative legal analysis with empirical findings at the local level. The results indicate that the implementation of BRH remains suboptimal, not merely due to technical limitations, but primarily due to a mismatch between the scale of intervention and the complexity of urban flooding problems, as well as weak institutional capacity and insufficient social sustainability. BRH is found to be effective only under low to moderate rainfall conditions, while limited budget allocation, weak monitoring mechanisms, and low community participation further constrain its sustainability. These findings demonstrate that the effectiveness of nature-based solutions, particularly BRH, depends on the integration of policy design, implementation capacity, and the institutionalization of social practices. The lack of such integration not only reduces policy effectiveness but also undermines the constitutional right to a healthy and sustainable environment. Theoretically, the study argues that the limitations of environmental policy are not merely technical, but stem from the failure to institutionalize implementation within a coherent governance framework. Within the Siyasah Tanfidziyah perspective, this condition reflects the suboptimal realization of the principles of public benefit (maslahah), justice (‘adl), trust (amanah), and responsibility.
