De la Autopista 3 al Barrio Parque Donado-Holmberg (Buenos Aires, Argentina): Una larga disputa por el espacio urbano

El objetivo de este artículo es analizar la definición y re-definición del conflicto suscitado alrededor de la traza de la ExAu3 en la Ciudad de Buenos Aires (Argentina) y las intervenciones estatales surgidas en respuesta, desde 1977, que se problematiza el conflicto, hasta la actualidad. Interesa analizar las diversas tomas de posición de los actores estatales y no estatales vinculados al conflicto y cómo esto habilitó re-configuraciones de la política con efectos territoriales de renovación urbana y desplazamiento social. Para esto se recurrió a la utilización de una metodología cualitativa, a partir de la reconstrucción de fuentes secundarias (bibliografía especializada, informes de gestión y normativa vinculada a la traza) y la construcción de fuentes primarias como entrevistas en profundidad a informantes claves (ex funcionarios vinculados al conflicto y referentes barriales), un mapeo colectivo y observaciones no participantes. Se recurrió a la realización de un análisis temático de los datos obtenidos a partir de la definición de dimensiones de análisis desprendidas de los objetivos de la investigación.Este artículo permite reflexionar sobre los modos en los que se materializa la relación Estado-mercado-sociedad en la disputa por el espacio urbano y, por otro lado, acerca de la flexibilidad de una política pública ejecutada a nivel local a los fines de impulsar procesos de renovación urbana que expresan dinámicas mercantilizadoras del suelo urbano. The objective of this article is to analyze the definition and redefinition of the conflict that arose around the ExAu3 trace in the City of Buenos Aires (Argentina) and the state interventions that emerged in response, since 1977, that the conflict is problematized, until the present. It is interesting to analyze the different positions taken by state and non-state actors linked to the conflict and how this enabled reconfigurations of the policy with territorial effects of urban renewal and social displacement. For this, a qualitative methodology was used, based on the reconstruction of secondary sources (specialized bibliography, management reports and regulations linked to the trace) and the construction of primary sources such as in-depth interviews with key informants (former officials) linked to the conflict and neighborhood references), a collective mapping and non-participant observations. We used a thematic analysis of the data obtained from the definition of analysis dimensions derived from the research objectives. This article allows us to reflect on the ways in which the State-market-society relationship materializes in the dispute over the urban space and, on the other hand, about the flexibility of a public policy executed at the local level in order to promote processes of urban renewal that express the commercializing dynamics of urban land.
