Las bibliotecas universitarias y especializadas en tiempos de cambio tecnológico: análisis de tres programas implementados entre 1984 y 2003 en Argentina

En este artículo analizamos las políticas públicas para la gestión de la información científica (IC) en la Argentina. Para realizar este análisis abordamos tres iniciativas implementadas entre 1984 y 2003 destinadas a fomentar o mejorar la adquisición, organización y difusión de la IC a través de políticas dirigidas a las bibliotecas universitarias y especializadas. Además de la descripción de los programas analizados, los objetivos de nuestro trabajo son situar las iniciativas en el contexto social, económico y político en que se llevaron a cabo, identificar los principales actores involucrados en ellas, examinar las ideas imperantes sobre las necesidades del sector de ciencia y tecnología en materia de información y describir el tipo de articulación que tenían con las políticas de ciencia y tecnología. Para realizar esta investigación nos basamos en el análisis de fuentes documentales producidas por instituciones y personas con injerencia en la temática. Entre los principales hallazgos señalamos que durante este período nuevos actores individuales e institucionales cobraron centralidad en la definición de políticas públicas destinadas a la gestión de la IC y que estas se focalizaron en la generación de infraestructuras basadas en las denominadas tecnologías de la comunicación y la información, concepto que se acuñará en el período estudiado, y la incorporación paulatina de la conexión a través de redes informáticas como internet.
In this article, we analyze public policies for the management of scientific information (SI) in Argentina. To carry out this analysis we address three initiatives implemented between 1984 and 2003 aimed at promoting or improving the acquisition, organization, and dissemination of SI through policies directed at university and specialized libraries. In addition to the description of the programs analyzed, the objectives of our work are to situate the initiatives in the social, economic, and political context in which they were carried out, to identify the main actors involved in them, to examine the prevailing ideas about the information needs of the science and technology sector, and to describe the type of articulation they had with science and technology policies. This research was based on the analysis of documentary sources produced by institutions and individuals involved in the subject. Among the main findings, we point out that during this period new individual and institutional actors became central in the definition of public policies aimed at SI management and that these focused on the generation of infrastructures based on the so-called communication and information technologies, a concept that will be coined in the studied period, and the gradual incorporation of connection through computer networks such as the Internet.
