The models generally designed for dealing with the problem of full employment in developing countries usually follow two alternative lines, different from the –by now classical- simple keynesian remedy of expanding internal demand. One approach contemplates the factorial imbalance as due to excess of labor and concentrates on the problem of lack of capital; the other introduces restrictions on imports (two gap theories). In the present paper we try to develop a short-term model of keynesian slant. Keynesian tools are used to outline an appropriate employment policy, always having in mind a country of peculiar economic characteristics, such as Argentina, and applying the model to Argentine data. The situation which is being analyzed corresponds to a semi-industrialized economy where the productive capacity is not fully utilized due to the existence of imports restrictions. The model which is developed tries to demonstrate that such situation may be overcome by means of new exports by the new production facilities resulting from the utilization of the idle capacity. To this end a policy of optimal subsidies is proposed (optimal in the sense of not affecting the fiscal balance, elimination of restrictions on imports, and its compatibility with long run optimum allocation of resources), and an appropriate model of lineal programming is developed. After the aggregate (global) model has been designed, the corresponding multisectorial version is elaborated and, as already mentioned, is applied to the Argentine economy.
