Patentes e importación de tecnología

En términos generales los estudios teóricos y empíricos existentes sobre el tema de las patentes han sido elaborados a partir de una realidad propia de países generadores de tecnología y no de países importadores de tecnología. En función de esta premisa se examinan algunos de los problemas que se plantean al estudiar el tema de las patentes en países importadores de tecnología. Se analiza luego la evidencia empírica relativa al caso argentino, la cual pone de relieve la existencia de dos grupos bien diferenciados de patentadores: el de las grandes empresas internacionales, que ha ganado creciente importancia en los últimos años, y el de los inventores independientes, que ha perdido significación en forma acelerada. Se sugieren finalmente algunas hipótesis sobre los dos grupos mencionados. Varias de las mismas están siendo investigadas al presente y los resultados se espera que aparezcan en un próximo artículo. The existing theoretical and empirical studies on the subject of patents have been elaborated starting from the reality of technology –generating countries and on the whole do not reflect the experience of technology– importing countries. In virtue of this fact, the authors have considered it interesting to look into the whole problem of patents from the point of view of technology –importing countries. Empirical evidence regarding the Argentine case is analyzed, revealing the existence of two different groups of patentees: on the one hand, large multinational companies, that have acquired increasing importance over the last few years and, on the other hand, independent inventors which have rapidly lost significance. Some lines are suggested –towards the end of the paper– along which research could continue in the future.
