MERCOSUR y medio ambiente

En este trabajo nos proponemos explicar que dentro de la estructura jurídico institucional del MERCOSUR el órgano encargado de las cuestiones ambientales es el Grupo del Mercado Común, que realiza su tarea a través del Subgrupo de Trabajo 6 Medio Ambiente. Su tarea es muy importante y se halla abocado a la búsqueda de un instrumento Ambiental. La política ambiental del MERCOSUR tiene su expresión en el proyecto de un instrumento ambiental de Medio Ambiente "Protocolo Adicional al Tratado de Asunción sobre Medio Ambiente", que aún no ha sido definitivamente aprobado por los dos actores más importantes Argentina y Brasil. Finalmente, concluimos que toda la política ambiental del Mercosur, oscila entre el objetivo por armonizar dos propuestas antagónicas: la liberalización del comercio, por un lado, y el cumplimiento con el mandato del desarrollo sostenible, por el otro. In this work we seek to explain how, within the juridical institutional structure of MERCOSUR the organ in charge of environmental matters is the Common Market Group, which carries out its work through the Work Subgroup N 6 Environment. Its work is very important, as its main task is to search for the Environment instrument. The MERCOSUR environmental policy finds itself expressed in the project for an environmental instrument, the "Protocol Additional to the Environment Treaty of Asuncion". This treaty has not been definitively passed by the two most important actors in the process, namely Argentina and Brazil. Finally, we conclude that all the MERCOSUR environmental policy has to do with the harmonisation of two opposing proposals: the liberalisation of trade, on the one hand, and on the other, the accomplishment of sustainable development.
