Las migraciones y su tratamiento institucional en el MERCOSUR

Los autores resaltan las nuevas condiciones del escenario en que e desenvuelve la actividad migratoria, lo que, en otros aspectos, lleva a la movilidad laboral a relacionarla menos con las migraciones tradicionales y más con las transformaciones económicas y más con los avances de la integración. Por ello para concretar la funcionalidad al proceso de integración, de la libre circulación, debe comenzarse por diferenciarla del concepto de migración. Se efectúa un análisis de cual ha sido el desarrollo de la temática en el Mercosur, y se remarca que si bien existe una falta de prioridad en la agenda de las próximas negociaciones, esto deberá aprovecharse para generar el camino adecuado para el tiempo de la libre circulación. Proponiéndose que la armonización de las políticas migratorioas sea el inicio de dicho camino.
The authors point out the new conditions in which migratory activity is taking place. This, among other aspects, makes labour mobility relate more to economic transformations and advances in integration, than to traditional migration. Due to this, in order to make the functionality of the integration process and free circulation complete, it is necessary to start by differentiating it from the concept of migration. The authors analyse the developments of this in Mercosur, asserting that, even though there is a lack of priority in the next negotiations agenda, this must be used for the benefit of paving the way for free circulation. The harmonisation of migration policies is proposed as the initial step in this direction.
