The aim of this PhD thesis is to analyze the participation of migrants that live in Buenos Aires city‘s slums in the political mobilization for their right to housing. This research problem stands at the intersection of three important lines of research: international migrations, urban informality and popular politics. Several political mobilizations demanding social rights have been taking place during the past decade in Argentina. The ―struggle for housing‖ held in the country‘s capital city is a standing example of this trend. This struggle gathers diverse mobilizations undertaken by groups that suffer the worst social and economic inequalities, including housing-related problems. Slums are the most emblematic examples of urban informality in Argentina. Actors organized around slums‘ demands are among the most visible ones in these struggles. Their claims are often addressed at the local State. Migrant groups have historically accounted for large percentages of the slums‘ population. This has led to stigmatization processes that combine different factors, such as ethnicity and social class, with persistent symbolic effects on migrants living in slums. This dissertation analyzes political processes in which migrants living in slums became their leaders and legitimate representatives before the State and other actors. The analysis sheds light on situations in which the political mobilization not only seeks the enforcement of legally recognized rights; it also looks for symbolic transformations, for margins reconfiguring. Through a case study, the participation of migrants (mostly Peruvians) that live in the slum known as ―Playon de Chacarita‖ in the struggle for housing, this dissertation looks to contribute to the deeper understanding of a more complex social phenomenon: the participation of marginalized actors in political processes with meaningful impacts in terms of margins reconfiguring. ―Social problems‖ involving migrations and slums in Argentina are the result of historic processes of symbolic construction, in which the State has played a key role. Like every other symbolic construction, migration and slum-related ―social problems‖ become material and take place at the margins. Although margins have a territorial dimension, they are here understood as social and symbolic spaces. They are also processes, part of larger social dynamics that connect them with the society. Therefore, margins should be studied in their relation with these social dynamics. In these spaces, social reproduction relays on social resources: social capital and networks. The sociability that is shaped under the influence of these social resources shows special traits. These traits also reflect on the politicity that is produced at the margins, which should be analyzed in its day-to-day and extraordinary expressions, as well as in its territorial dimension. The experiences of migrants that live in slums become key sources to achieve a full understanding of the political mobilization; one that has meaningful effects in terms of margins reconfiguring. The methodological strategy consists on a case study. It proposes a ―triangulation‖ of qualitative methods, including in-depth interviews (to migrant local leaders, activists, State officials, among other key actors), observation (at assemblies, meetings, protests, etc.) and document analysis (laws, bills, decrees; documents issued by State agencies and NGOs; and media and blog articles). Struggles held at the margins are interesting in two different ways. On one hand, they reveal the logics of the social spaces that concentrate the most serious contemporary social problems. On the other hand, they foster reflections on the power relations that ultimately shape our societies. This dissertation seeks to achieve a deeper understanding of a phenomenon, which social and sociological relevance cannot be argued.
