Reforma do estado e condução política State reform and political conduct

Aponta-se como dimensão básica do poder do Estado a capacidade de conduzir os processos sociais. Argumenta-se que esta dimensão volta à centralidade após a onda "neoliberal". Discutem-se os problemas da reconstituição dessa capacidade em condições de crescente complexidade.<br>The power of the state is seen as basically the ability to conduct social processes. It is argued that this dimension regains its centrality after the "neoliberal" wave. The problems in the reconstitution of this capacity in conditions of growing complexity are discussed.
