Sorteios e representação democrática Choice by lot and democratic representation

Diferentes propostas de reintrodução da escolha por sorteio como forma de preencher funções políticas são estudadas. A seleção aleatória de legisladores ou governantes reduziria o impacto do poder econômico, permitiria uma representação mais fidedigna de grupos minoritários ou desprovidos de recursos políticos e promoveria o rodízio entre governantes e governados, impedindo a cristalização de uma elite oligárquica. No entanto, haveria perda de continuidade legislativa e, em especial, de responsividade dos governantes em relação aos governados. Apesar de suas debilidades, as propostas são úteis como forma de compreender os problemas da representação eleitoral e identificar suas causas.<br>Different proposals for the reintroduction of choice by lot as a way of performing political functions are studied. Selecting legislative or governing positions by chance would reduce the impact of economic power, would allow a more trustworthy representation of minority groups, and would prevent the rise of an oligarchy. However, there would occur a loss of legislative continuity and, specially, of accountability of the governing towards the governed. Despite their weak points those proposals are useful for a better understanding of the problems of electoral representation and for detecting their causes.
