O tema da guerra na Escola Inglesa das Relações Internacionais The issue of war in the English School of International Relations

A guerra tem um papel importante na construção histórica da Inglaterra, influenciando diretamente as reflexões teóricas produzidas em seu mundo acadêmico. À luz desta questão, este artigo estuda o tema da guerra dentro da "Escola Inglesa das Relações Internacionais", a partir da análise do pensamento de Carr, Butterfield, Wight e Bull. Este artigo argumenta que, embora Carr tenha sido um "outsider" da Escola Inglesa das Relações Internacionais, suas críticas contra a noção de harmonia internacional de interesses e seu apelo para a construção de uma nova moral internacional possibilitaram mais tarde o desenvolvimento de pesquisas sobre a sociedade internacional. Butterfield, Wight e Bull vêem a guerra com um prisma racionalista, fruto de um descontentamento com explicações dialéticas ou antitéticas das Relações Internacionais: realismo x idealismo. Nesse contexto, a guerra é, em primeira análise, um elemento permanente das Relações Internacionais, tendo como objetivo primordial promover a ordem e não manter a paz. Em uma segunda análise, a guerra é, de um lado, um instrumento da política de poder e, de outro, uma ameaça a ser contida. Nestas análises, há uma sofisticação, tanto do ponto de vista das idéias quanto metodológico, entre o pensamento de Butterfield e Wight, e de Wight e Bull.<br>The war has an important role in the historical process in England, with direct influence to the theoretical thought produced in her academy. The focus of this article is the issue of war in the "English School of International Relations", through the analyses of Carr, Butterfield, Wight and Bull's works. The article concludes that Carr was an outsider of the English school of International Relations. Nevertheless, his critics against the international harmony of interests and his call to the building of a new international moral made possible further research developments on international society. Butterfield, Wight and Bull are rationalist in their views on war. This tradition is a product of disenchantment with dialectical and antithetical explanations in International Relations: realism x idealism. Against this background, the war is, first, a permanent element of the International Relations, whose most important objective is provide order and not to keep the peace. Second, the war is, on one hand, an instrument of power politics and, on the other, a threat to be contained. In these analyses there is sophistication, both in substance and in methodology, among the thought of Butterfield to Wight, and of Wight to Bull.
