La formación de doctores en la Argentina:avances y desafíos desde la perspectiva CONICET.

La formación de recursos humanos altamente capacitados es un tema crítico para el Sistema Nacional de Ciencia y Técnica (SNCyT). En particular, el CONICET (Consejo Nacional de Investigaciones Científicas y Técnicas) entiende a la formación doctoral como un requisito excluyente para el ingreso a la Carrera del Investigador Científico y Tecnológico (CICyT). Estudios previos sobre el sistema de posgrado nacional han señalado una evolución precipitada de la oferta y de la demanda desde fines de los ochenta. El objetivo de este trabajo fue contribuir a actualizar y ampliar el análisis de la evolución de la oferta y la demanda de posgrados, en particular de los doctorados, así como realizar un primer análisis de la relación entre los becarios del CONICET y el sistema de doctorados. Pese a que gran parte de la información es de difícil acceso y la información disponible en ocasiones es incompleta y fragmentaria, en este trabajo se esbozan resultados que permiten observar diferencias en el crecimiento de la oferta y la demanda según el tipo de posgrado, el área disciplinar y el área geográfica. Por otra parte, se presenta evidencia que permitiría deducir un impacto cuali y cuantitativo del programa de becas del CONICET en el sistema de posgrado a partir de su fortalecimiento luego del 2003. Se concluye este trabajo con una serie de interrogantes sobre el sistema de posgrado en vistas a su articulación con el SNCyT del país. The training of high qualified human resources is a critical issue for the National System of Science and Technology (SNCyT). In particular, for the National Council of Scientific and Technical Research (CONICET) doctoral training is mandatory for the application to the Career of Scientific and Technological Research (CICyT). Previous studies on the national postgraduate system have described a hasty evolution of supply and demand since the late eighties. The aim of this paper is to update and expand the analysis of the evolution of supply and demand for postgraduate training, especially on the PhD level, as well as a first analysis of the relationship between CONICET fellowships and universities. Although much of the information is of difficult access and sometimes that which is available is incomplete and fragmentary, our results show differences in the growth of supply and demand according to disciplines and geographic areas. Moreover, our evidence shows that there were qualitative and quantitative impacts of the CONICET fellowship program in the national postgraduate system since 2003. This paper concludes with a discussion about the postgraduate system in Argentina and its interaction with the SNCyT. Fil: Jeppesen, Cynthia Verónica.
