Como se precis\u00f3 inicialmente en la Carta de Ottawa, la promoci\u00f3nde la salud deb\u00eda estar orientada al desarrollo de condiciones sociales, econ\u00f3micas, ambientales y pol\u00edticasfavorables a la salud y propender por la ejecuci\u00f3n de acciones articuladas entre sectores, instituciones,individuos y comunidades. 18 a\u00f1os despu\u00e9s de la Ley 100, la promoci\u00f3n de la salud sigue a la esperade su desarrollo como corresponde a sus fundamentos conceptuales y operativos. El art\u00edculo hace unarevisi\u00f3n sobre la evoluci\u00f3n de los conceptos y la normatividad promulgada en Colombia, se\u00f1alando lasconfusiones, avances y retrocesos en la implementaci\u00f3n de los diferentes decretos y resoluciones sobre eltema. Salud UIS 2011; 43 (3): 299-306Palabras clave: Determinantes de la salud, salud y bienestar, calidad de vida y saludABSTRACTThe modification of the Colombian Health System promoted by the Constitution of 1991 and materializedthrough the implementation of Law 100 of 1993 included health promotion in the benefits plans ofthe Social Security Health System. As it was initially outlined in the Ottawa Letter, health promotionshould be oriented to the development of social, economic, environmental and political conditions forthe improvement of health and should encourage the execution of articulated actions between sectors,institutions, individuals and communities. Eighteen years after Law 100, health promotion is still to bedeveloped in accordance to its conceptual and operative fundamental aspects.
