Abstract Following a request from the European Commission, EFSA was asked to deliver a scientific opinion on the safety and efficacy of l‐lysine monohydrochloride produced with a non‐genetically modified strain of Corynebacterium glutamicum (CGMCC 23982) as a nutritional additive to be used in feed and water for drinking for all animal species and categories. The production strain C. glutamicum CGMCC 23982 does not raise safety concerns. The use of l‐lysine monohydrochloride in feed produced with C. glutamicum CGMCC 23982 in feed is safe for the target species when supplemented in appropriate amounts to the diet according to the nutritional needs of the target species. The FEEDAP Panel has concerns on the use of l‐lysine monohydrochloride in water for drinking. The use of l‐lysine monohydrochloride produced by fermentation with C. glutamicum CGMCC 23982 in animal nutrition is considered safe for the consumers and for the environment. Regarding user safety, l‐lysine monohydrochloride produced with C. glutamicum CGMCC 23982 is irritant to the skin and eyes and is considered a respiratory irritant. Exposure by any route is considered a risk. The feed additive consisting of l‐lysine monohydrochloride produced by fermentation with C. glutamicum CGMCC 23982 is regarded as an effective source of the amino acid l‐lysine for all non‐ruminant species. In order to be as efficacious in ruminants as in non‐ruminants, it should be protected from ruminal degradation.
