This study examines the role of trust as an institutional factor shaping economic security and argues that the institutionalization of trust creates essential preconditions for the predictability of economic processes, the stability of the financial system, and the strengthening of state sovereignty. The analysis demonstrates that, under conditions of a prolonged hybrid war, a comprehensive understanding of the factors determining an adequate level of economic security is of particular importance, as it underpins the formulation of a coherent and consistent economic policy. The paper proposes a structural–functional model of economic security that integrates trust as a systemic institutional component and provides conceptual evidence of a relationship between the level of trust and the overall level of economic security of the state. Special attention is paid to the role of public finance management, which is interpreted not merely as an administrative function but as an institutional source of trust that influences both domestic and international confidence. The study further shows that banking capital is highly sensitive to changes in social expectations, psychological conditions, and trust, with the impact on capital arising not only from direct asset losses but also from expectation-driven behavioral responses. The findings suggest that prioritizing trust-building at the state level is a critical task of economic policy, as institutionalized trust contributes to monetary system stability and supports the restoration of social capital, an essential element of economic security.
