¿Centralizar o descentralizar el régimen departamental? El debate en torno a la supresión de las jefaturas políticas en 1923, Córdoba (Argentina)

El presente artículo se concentra en el análisis del debate que moduló la reforma del régimen departamental a través de la indagación de los argumentos de los convencionales por el Partido Demócrata que defendían el régimen en torno a esta figura política y de aquellos que abogaron por su eliminación. El debate articula tres tópicos íntimamente vinculados a la noción federal del régimen de representación política y en torno a dicha dimensión se estructuran en primer lugar, las posiciones sobre las atribuciones y/o funciones de los jefes políticos, en segundo lugar, los vínculos entre el Ejecutivo Provincial y el poder departamental y finalmente, la centralización-descentralización de la policía departamental. La propuesta recupera los intereses en pugna y las motivaciones subyacentes de los convencionales conservadores que apoyaron una u otra posición, por lo que se describen brevemente las trayectorias de los actores y las ideas que modulaban sus argumentos. This paper is focused on the analysis of the debate which shaped the reform of departmental regime. It will be done through the inquiry of the claims made by conventionalists from the Democratic Party that supported the regime built around a political figure, and by those who advocated for its abolishment. Three topics are interconnected in this debate, and they are linked to the federal notion of the regime of political representation. First, the stands related to the responsibilities and/or duties of political leaders; second, the links between the Provincial Executive branch and departmental authority; last, the centralization-decentralization of departmental politics. The proposal addresses the conflicting interests, and the underlying motivations of the conservative conventionalists that supported one side or the other; consequently, some of the political actors' careers and the ideas that modulated their opinions are briefly described.
