Criterios de equidad distributiva en el diseño de cuadros tarifarios no uniformes : Teoría y aplicación a Energía Mendoza Sociedad del Estado

Las empresas públicas que prestan los servicios de agua, cloacas, gas, etc., cobran por ellos retribuciones bajo la forma de tarifas. La fijación de los cuadros tarifarios es una de las atribuciones de dichas empresas y su estructura surge de la compatibilización de múltiples objetivos que se asignan a estos organismos. Este trabajo analiza cómo deberían diseñarse estos cuadros cuando las empresas mencionadas persiguen los objetivos de eficiencia, autofinanciamiento y equidad distributiva. Se concluye que las reglas de fijación de los precios en cada bloque y del cargo fijo son una función inversa de sus respectivas elasticidades-precio y características distributivas. The public enterprises offer water, sewers, gas services, etc., charging tariffs for them. The stablishment of the tariffs schedules is one of their attributions, and their structure depends on the compatibility of multiple objects assign to this kind of entities. This paper analyses how the tariffs would be stablished, when this enterprises follow the objects of efficiency, self-financing and equity. To round up the idea it is said that the rules that are used to stablish the prices in each block and the license fee are an inverse function of their respective price-elasticity and the distributive characteristics.
