Protección efectiva y costo doméstico de la divisa: comparación de su eficiencia en el cumplimiento de objetivos alternativos

En este trabajo se pretende realizar una comparación entre el coeficiente de protección efectiva (CPE) y el costo doméstico de la divisa (CDD) sobre bases teóricas y empíricas, estas últimas referidas al caso argentino. Se concluye que si bien los ordenamientos resultantes no presentan diferencias estadísticamente significativas considerados globalmente, se evidencian discrepancias importantes en algunos casos particulares. Estas discrepancias no deben resultar desalentadoras si los indicadores CDD y CPE son considerados como complementarios antes que competitivos en el análisis de la política económica. El primero con el objetivo de evaluar los costos sociales en un sentido ex-post y las ventajas comparativas estáticas en un sentido ex-ante. El CPE, por su parte, para inferir la dirección en que se asignan los recursos en la economía. In this paper the authors intend to make a comparison between the effective protection coefficient (EPC) and the domestic resource cost (DRC) on both theoretical and empirical basis, the last one referred to the argentine case. They conclude that, althought the resulting ranking don't differ significatively globally considered, main discrepancies are evident in some particular cases. This discrepancies should not discourage if the DRC and the EPC are considered not as competitive but complementaries in the political economic analysis. The first one with the objective to evaluate the social costs in an ex-post sense, and the static comparative advantages in an ex-ante sense.
