A mudança de paisagem das relações internacionais depois do fim da Guerra Fria produziu novas conceituações a respeito de Estados que são percebidos como ameaça pelos Estados Unidos, o único superpoder remanescente, tanto para sua segurança nacional como para a ordem mundial. A mais comum dessas conceituações é o termo "Estado pária", adotado no vocabulário oficial de segurança da administração Clinton nos anos 90. Com a probabilidade de a "intervenção humanitária" transformar-se em um assunto cada vez mais importante na agenda internacional de Washington, o conceito de "Estado falido" foi inserido no debate político e acadêmico. Ambos os termos poderiam ser vistos como instrumentais para o incremento do novo intervencionismo americano. No entanto, uma terceira ameaça potencial para a estabilidade internacional tem sido completamente ignorada pelos Estados Unidos - ou por quaisquer outros formuladores de política externa de Estado: o "Estado cortesão", o qual, em sentido amplo, é um dos resultados do processo de globalização e de transformação do poder estatal. Mais precisamente, o "Estado cortesão" é um conceito analítico útil para a compreensão de certas ligações dos Estados com a economia global ilícita. Este ensaio considera que o conceito é crucial para se entender um aspecto fundamental da luta de poder que caracteriza as relações entre Estados no pós-Guerra Fria, e analisa o Estado cortesão através de sua dupla ligação em política internacional, com outros atores estatais legítimos, principalmente o superpoder global, e, simultaneamente, com atores globais não-estatais da economia ilícita.<br>The changing landscape of international relations after the end of the Cold War has produced new conceptualizations of states perceived as a threat by the United States, the remaining and only superpower, to both its national security and the world order. The most common of these conceptualizations is the term of "rogue state", which was adopted in the official security lexicon of the Clinton administration in the 1990s. With the prospects of "humanitarian intervention" becoming a leading issue in Washington's international agenda, the concept of "failed state" was installed in the political and academic debate. Both terms could be seen as instrumental for the increasing American new interventionism. Yet, a third potential threat to international stability is completely ignored by U.S. - or any other state - foreign policy makers: the "courtesan state", which, broadly, is one of the results of the process of globalization and the transformation of state power. More precisely, the courtesan state is an analytical concept useful to frame certain states' links with the global illicit economy. This essay argues that the concept is crucial to understand a fundamental aspect of the power struggle that characterizes inter-state relations in the post-Cold War, and analyzes the courtesan state through its double link with other legitimate state actors, mainly the global superpower, in international politics, and, simultaneously, with non-state global actors of the illicit economy.
