La organización aduanera frente al proceso MERCOSUR : El caso argentino

El presente trabajo investigativo pretende aportar, desde la perspectiva aduanera, una mirada que, fundada en el pensamiento sistémico, sea consistente con la validez y orientación del modelo de organización que centraliza a las administraciones aduanera y tributaria, frente al desafío que plantean la dinámica y las características del comercio internacional y los esquemas de integración económica. Para ello se recurre al análisis de los procesos de reforma y modernización de las organizaciones aduaneras, y de los procesos de integración de las administraciones aduanera y tributaria, particularizando en el caso argentino.Asimismo, dicha investigación se ve complementada con un análisis de los efectos de la implementación de la unión aduanera sobre las administraciones aduaneras y tributarias, tomando el caso centroamericano y el propio proceso de integración MERCOSUR. This research work aims at offering from the customs perspective a view that, based on systematic thinking, is consistent with the validity and direction of the organizational model that centralizes the customs-tax administrations facing the challenges posed by the dynamics and characteristics of the international trade and the economic integration schemes. To that effect this work uses the analysis of the reform and modernization processes of the customs organization and the analysis of the integration processes of the customs-tax administrations, particularly in the Argentine case. Furthermore this investigation is complemented with an analysis of the effects of the customs union implementation in the customs-tax administrations, especially considering the Central-American case and the MERCOSUR process of integration itself.
