Benchmarking konsolidacji fiskalnej w Polsce – perspektywa 2013 -2016

BENCHMARKING KONSOLIDACJI FISKALNEJ W POLSCE – PERSPEKTYWA 2013–2016 Celem artykułu było przedstawienie benchmarkingu jako metody zarządzania strategicznego w sektorze publicznym oraz wykorzystanie tzw. benchmarków konsolidacji fiskalnej do ustalenia możliwych epizodów konsolidacji fiskalnej w Polsce w latach 2013–2016. Hipoteza: W Polsce w latach 2013–2016 powinien wystąpić co najmniej jeden epizod konsolidacji fiskalnej o skali co najmniej 1 p.p. PKB została zweryfikowana pozytywnie. W Polsce wystąpi udana konsolidacja fiskalnej o skali co najmniej 1 p.p. PKB. Wszystkie zastosowane benchmarki dały pozytywny efekt z wyjątkiem miary opartej na deficycie strukturalnym (CAB). Zgodnie z metodą benchmarkingu zalecana jest poprawa CAB o co najmniej 0,7 p.p. PKB w ciągu roku. Polska może być liderem konsolidacji fiskalnej w Europie. BENCHMARKING OF FISCAL CONSOLIDATION IN POLAND – PERSPECTIVE 2013–2016 The aim of this paper was to present the benchmarking method as a tool of strategic management in public finances in Poland and the application of benchmarks of fiscal consolidation to identify possible periods of fiscal consolidation in the years 2013–2016. The hypotheses: In Poland in 2013–2016 should be at least one period of fiscal consolidation and its scale should be at least 1% GDP was verified positively. There will be in Poland a successful fiscal consolidation in 2016 and its scale will be at least 1% GDP. All the benchmarks used have given a positive result with the exception of measures based on the structural deficit (CAB). According to benchmarking method it is recommended to improve the CAB of at least 0,7% GDP per year. Poland can be a leader of fiscal consolidation in Europe.
