The paper employs an institutional approach in order to analyze the role of administrative traditions in understanding the trajectories of reforms in two Southeast European countries which are members of the European Union, namely Greece and Romania. The research employs the case study method, in comparative perspective. It is a dynamic approach to politico-administrative systems that emphasizes an evolutionary context form the perspective of historical institutionalism. Both Greece and Romania have undergone dictatorial regimes followed by transition to democracy. These countries share peculiar societal and state features which are representative for Southeastern Europe, such as: centralism, strong national accents, clientelism. The results confirm that past legacies influence the reform outcomes in the analyzed countries.
