Acerca de los orígenes de la política científica argentina. Claves para una interpretación “desde adentro”

El presente artículo intenta dar cuenta de un proceso de institucionalización de actividades científicas y tecnológicas en Mendoza hacia mediados del siglo XX. Para ello, recupera la trayectoria de dos agencias provinciales: el Instituto Técnico de Investigaciones y Orientación Economía de la Producción (1938-1945) y el Instituto de Investigaciones Económicas y Tecnológicas (a partir de 1945). Los principales hallazgos de la investigación se condensan en dos aspectos. Por un lado, en la creación de evidencia sobre la producción de conocimiento local orientado destinado a resolver demandas puntuales del proceso de industrialización. Por el otro, en la identificación de un umbral en la construcción de capacidades técnicas del gobierno provincial en el periodo analizado (1938-1955). Sobre esta base, el artículo abre el debate sobre el papel que las provincias asumieron en la dinámica que configuró la política científica argentina en su etapa germinal. This paper approaches the process of institutionalization of scientific and technological activities in the province of Mendoza towards the middle of the 20th century. To do so, it analyzes the trajectory of two provincial agencies: the Technical Institute of Research and Economic Orientation of Production (1938-1945) and the Institute of Economic and Technological Research (from 1945). The main findings of this investigation are condensed into two aspects. The first one refers to the production of evidence on the creation of local knowledge oriented to solve the specific requirements of the industrialization process. The second one identifies a threshold in the construction of technical capabilities of the provincial government in the analyzed period (1938-1955). On such a basis, this article opens up the debate on the role that the provinces assumed in the dynamics that configured the Argentine scientific policy in its germinal stage.
