"La región conocida como la Línea Sur de la provincia de Río Negro es una zona que abarca el centro y sur de dicha provincia, ocupando alrededor del 60% de la superficie total. Es una región que ha sido muy castigada y olvidada, especialmente en las últimas décadas del siglo XX. Así como dicha región, existen otras zonas dentro del territorio nacional que se encuentran en similar esto de precariedad. Junto con el Centro de Estudios Estratégicos para el Desarrollo Sustentable (CEEDS) de la Escuela de Postgrado del Instituto Tecnológico de Buenos Aires, surgió la iniciativa de desarrollo y establecer una metodología que permita, a través del armado de una herramienta de simulación de escenarios, lograr mejoras para cadenas de valor en este tipo de regiones. El foco de este trabajo se encuentra en el armado de dicha metodología, que pueda ser replicable en distintas regiones, que sea independiente de la cadena de valor a mejorar y que involucre a los distintos actores en cuestión. Para ello también se utilizó una herramienta de simulación de escenarios mediante el método de impacto cruzado, para poder ofrecer perspectivas de cómo van a evolucionar las principales variables en el corto y mediano plazo, permitiendo elaborar estrategias para accionar y obtener un futuro deseado."
