ONU e segurança coletiva no século XXI: tensões entre autoridade política e exercício efetivo da coerção UN and collective security in the 21st century: tensions between political authority and the effective exercise of coercitive power

Este artigo argumenta ser plausível atribuir à Organização das Nações Unidas a condição de importante lócus de autoridade política das relações internacionais contemporâneas, a despeito de sua flagrante dificuldade em fazer cumprir, por via da violência organizada, parcela significativa de suas determinações - sobretudo, no que toca às questões de segurança coletiva. Para tanto, oferece-se aqui uma nova abordagem da crise institucional desencadeada pela invasão anglo-americana do Iraque, em 2003.<br>This essay argues it is plausible to attribute to the United Nations organization the condition of important locus of political authority in contemporary international relations, despite its flagrant difficulty in enforcing, by means of organized violence, significant parcel of its determinations - especially those related to collective security issues. We hereby offer a new account of the institutional crisis brought about by Anglo-American invasion of Iraq in 2003.
