La renta petrolera excede las elaboraciones doctrinarias de la economía clásica sobre renta económica, al estar conformada por ingredientes geopolíticos, tecnológicos, inventario de reservas petroleras, fenómenos climatológicos, costos impositivos y de la incidencia de las bolsas o mercados internacionales que diariamente establecen el precio del barril de crudo (Nymex e IPE). Los países productores, además de preocuparse más por el “upstream” que por sus elevados costos, no atraen la iniciativa privada, intentan capturar la renta a través de regalías, impuestos, retenciones o por intermedio de una empresa estatal propia y los estados consumidores procuran similar objetivo en la etapa de “downstream” por intermedio de impuestos varios, en desmedro del consumidor condenado a pagar precios altos por los derivados petroleros. La renta petrolera es apropiada por gobiernos o grupos económicos concentrados y lejos está de derramarse en beneficio de los habitantes del planeta. The producer countries, besides worrying more about “upstream” because its high costs, they do not attract private inversions, and they try to capture the income with royalties, retentions or by intermediate of one state enterprise and the consumer countries try similar objectives by means of different taxs in the “downstream” step, in damage of the consumer condemned to pay high prices for the derivates of oil.
